Call PRE_BOOT_COMPLETED on starting any user Refactor PRE_BOOT_COMPLETED delivery code. Continue to call it on all existing users on system update. Call it on any user being started, as part of initialization. Change-Id: Ie188a823fb19afde3781d6c45ada55d6e92edfac
