Simple pass-through TimeDetectorService
This is sufficient to wire up time detection from telephony
to the new service without breaking time detection.
This cherry-pick contains a small change: to use
SystemClock.elapsedRealtime() instead of the newer
SystemClock.elapsedRealtimeClock() with Clock.millis().
