Set the floating rotation button to be visible. The layout is shared by both FloatingRotationButton and RotationContextButton and therefore it's invisible by default. Fixes: 132201048 Test: manual Change-Id: I131cb4eac7a31b41988fe5d8876efce5af0a8327
