Allow CDMA on LTE devices to get data connections even if otasp is needed. Bearer Independent Protocol (BIP) connections as defined in ETSI TS 102 223 "Smart Cards; Card Application Toolkit (CAT) (Release 11)" need to be able to establish data connections even when not provisioned.
