Add an accidentally removed call to update libs Disabled system package may define a lib which its update does not. When the update is uninstalled we need to upate the libs so ppl can use the lib in the now restored sys package. Change-Id: I22e6aafde86838fa76aa74eda8dfe2c528f998aa
