Reduce getting thread statically

- So the threads won't be bring back right after tear down
  and execute something unexpectedly.
- Add annotation to make AnimatingActivityRegistryTest thread safe.
- Remove the dependency of test base from
  PendingRemoteAnimationRegistryTest that reduces 90% execution time.
