[LockSettings] adjust legacy patterns to base 0 for unlocking keystore Otherwise, L keys will be lost as they're encrypted with the base 0 pattern. Keystore password is then re-enrolled with the base '1' pattern. Bug: 22118231 Change-Id: I37aea2afc3069f1ba48cb073268f1d66978b723e
