Fix double chin issue, where bottom inset is applied twice. This changes how windowOutsetBottom is applied. Instead of being added to whatever inset is already set, it overwrites it. Bug: 16567038 Change-Id: Idedae93b790652e9de0519764ea7a03841f9e8fd
