Create dim layer surfaces only when they are necessary. Instead of creating the surfaces for dim layers the moment when the dim layer is constructed, we can save memory until the dim layer is actually used and allocate the surface then. Change-Id: Iedd717d198faf2df3ff39a41537ec0e1018c7ca9
