Add the TZInfo updater and relevant intent. Also add a hook for ConfigUpdateInstallReciever subclasses to change the delivery of data- in this case, from raw text to b64 encoded binary. Change-Id: I4859c8db1cc97c2427310a108b2fef03975df2b4
