Change CellularTile intent when UNAVAILABLE When the tile is in UNAVAILABLE state, long press should take to general network settings and not a particular mobile sub. Test: manual, APM and not APM Fixes: 138982628 Change-Id: I8701c1e930cca756b6a216f5fab03d13d4f571a2
