Move to using test mapping for fragment CTS tests. These tests have already been running as part of presubmit but the config was hosted in g3. This starts using the new TEST_MAPPING support so we can remove that. Test: None Change-Id: I35f8d62d787b3ce30b925088d0a580d78d54f032
