Update PackageMonitor to recognize new 'replacing' semantics The ACTION_EXTERNAL_APPLICATIONS_UNAVAILABLE broadcast now uses the EXTRA_REPLACING intent extra when it is sent as part of an upgrade operation on a forward-locked application.
