Implement a max time bound for rotation. (DO NOT MERGE) Also relaxed the settle time constraints a little bit. With this change, a rotation proposal will always be advertised within 500ms even if the device is still shaking around. Bug: 5496491 Change-Id: I0bf562f4c19c0be45c016254f2f881d265f8e266
