BugFix: GNSS HAL was not enabled at start The mEnabled flag that is used to check if HAL enable is needed was not set correctly to false at the start. Bug: 124134653 Test: Current Tests Pass. Change-Id: Ib76565431ee93419407df8d1de9714a0da138b3a
