StagingManager: Implement signature verification for APEXes. We compare signatures on the staged APEX with signatures of the existing APEX package. They must be an exact match. Test: atest apex_e2e_tests Test: adb install --apex --staged Change-Id: I07189409e4e2601a5808b345afff147564b460fa
