Enable REQUEST_LOCATION from GNSS HAL - Set the default duration to be 10 seconds. Bug: 110054263 Test: built and verified on device that it is enabled. Change-Id: Ib49ffba3f2b1a85d6aa0e323b4cda4d238bd913b
