Make PackageManager#arePermissionsIndividuallyControlled system-api The PermissonController is going to become a mainline module, hence it has to compile against @SystemApi. PackageManager#arePermissionsIndividuallyControlled controls how certain permissions are presented in the UI, hence Permission controller needs to read it.
