Revert "Revert "Delay start of bootanimation until after the Runtime APEX is mounted."" This reverts commit 706bf3f6282644d0d536b88a1156fbf6c49d71d3. Reason for revert: b/124939955. bootanimation depends on libandroidicu in the Runtime APEX. Bug: 124939955 Change-Id: I2b5a9d74a5f0ae11978ff4b0850dd7e4becb9b88
