Update per-profile user restrictions

* Removed per-profile restrictions from
  profile owner organization-owned global
  restrictions in UserRestrictionsUtils.
* Added per-profile restrictions to
  profile owner organization-owned local
  restrictions in UserRestrictionsUtils.
