Implements layoutTestController.overridePreference() This change provides the infrastructure for layoutTestController.overridePreference(). Currently, we only provide an implementation for the preference 'WebKitOfflineWebApplicationCacheEnabled', which is required by the layout test http/tests/appcache/disabled.html.
