Set mIsMinInfoReady and mCurrentOtasp before notifcations. We were sending a notification before setting mIsMinInfoReady and mCurrentOtasp. This causes a race and it's possible that OtaUtils.maybeDoOtasp is called before before they are set. In this case the activation would not occur.
