Frameworks: Annotate trivial @GuardedBy in packages

Add @GuardedBy for simple functions that require locks and have a name in
one of the frameworks naming styles for locks ("^.*(Locked|LPw|LPr|L[a-zA-Z]|UL|AL|NL)$").

Derived by errorprone.
