AI 147725: Some fixes for the CTS test runner. One is a workaround for the binder problems which occur when too many tests are executed in too little time. The other is a fix for the memory cleanup that was added a while ago, but should have affected non-static fields, not static ones. BUG=1796494 Automated import of CL 147725
