Allow config of wfcSpnFormats to use root locale Adds carrier config KEY_WFC_SPN_USE_ROOT_LOCALE. If true, the root locale will be used when reading wfcSpnFormats. This means a non-translated version of wfcSpnFormats will be used. strings.xml in values-mcc262-mnc02 was deleted. The same requirement can now be achieved by setting KEY_WFC_SPN_USE_ROOT_LOCALE to true. Bug: 114292743 Test: Manual Change-Id: Ia62976282c5526190d5d04361b1d4fbfc3333068
