Default "pickup peforms proximity check" to false. Don't assume the pickup sensor will perform a proximity check before starting to pulse. This will add some latency, but necessary if we can't trust the sensor. Bug: 19083596 Change-Id: I51b7daf5ed76b2780ec5c949a75cc1fca247ddad
