Initial refactoring to enable reuse of SkiaDisplayList
on a per RenderNode basis. With Skia renderer we
see 30% speed improvement in Invalidate Tree UI Jank test,
when SkiaDisplayList objects are reused.

Test: manually built and run on angler-eng.
