WIFI: Add API to run driver command from priviledged apps Adds a new API doDriverCmd in wifiManager and creates AIDL interface for the same. This Api will allow privileged apps (system/platform) to execute driver commands. Change-Id: I7a457754a87a2875f2ed3ecca03ef0b023424c3e CRs-Fixed: 2628721
