Increasing GPS_LOCK default privacy level

New default setting of 3 configures GNSS HAL to follow
device location on/off setting, when considering MO & NI
location requests (below the Android Framework) e.g.
Control Plane, IMS, etc.

Test: Added test logcat, verified value with various sims and
no Sim on Pixel 2.
