Permission flag updates now notify listeners Added a version of the onPermissionUpdated and onInstallPermissionUpdated methods which will notify OnPermissionChangedListeners, and added this to the PermissionManagerService "updatePermissionFlags" and "updatePermissionFlagsForAllApps" methods.
