destroyHardwareResources in onStop()

Bug: 27286867

This hopefully makes everything fully-deterministic. It should
also fix some old annoyances around Bitmap lifecycle as they will
be released earlier in onStop() instead of waiting for
dispatchDetachedFromWindow() which may never happen.
