Remove ArcVideoBridge service from framework/base.

We implement ArcVideoBridge as HIDL for both ArcCodec and
ArcVideoEncoder. This CL removes the original implementaion.

Test: pass one Media CTS and check ArcVideoEncoder and ArcCodec works
