Ensure we mark windows as not seamlessly rotating when removing them. Otherwise we fail to reach mSeamlessRotationCount = 0, this used to not be a problem however now that we use the mSeamlesslyRotated state based on it, it causes the system to believe we are still seamlessly rotating and refuse to perform new rotation animations.
