Always use REGISTERED_ONLY when appropriate. Previously we would only check mProcessesReady when going through the public calls to send broadcasts; now handle it even if the activity manager is calling its internal implementation. Change-Id: I702b4cb85b35a7a051ef05c9875a39f5fa03f0f1
