WifiMetrics: add histogram of connectable networks
Added histograms tracking the number of networks in range of a scan.
Histograms are dimensioned on: <SSID|BSSID>*
<Total|Saved|Open|Saved_or_Open|Passpoint>
Test: Added unit test.
