Don't forget to listen for USER_ALL broadcasts.

The ActivityManager.closeSystemDialogs() call (used by,
among other things, the home button) broadcasts
ACTION_CLOSE_SYSTEM_DIALOGS for UserHandle.USER_ALL, rather
than any one user.
