Update the Mcc Table for Canada. Changing the mnc length from 2 to 3. We don't have any canandian APNs with 2 digit mncs and wikipedia doesn't list any canadian carriers with 2 digit mncs. Rogers was reporting some sims with 72 and others with the correct 720 - a sample "72" sim didn't have the mnc-length field set so we went with 2. With this fix all rogers sims will be picked up correctly.
