Report touchable region changes to Accessibility. Some UI Popups provided by the framework are now using large surfaces and touchable regions instead of resizing, which had broken accessibility. Bug: 79272211 Test: Manual Change-Id: I40cccce8459348f1f2e7fcb5d9c36b7ab705c20d
