Add permission for dynamic AudioEffect attachment Add signature or system permission "android.permission.MODIFY_DEFAULT_AUDIO_EFFECTS" for AudioEffect APIs allowing system services and applications to modify what effects get automatically attached to streams/sources/devices of various types.
