Modify PIP to use the magnetic target from Bubbles. This is the first CL to add base functionality. A follow-up will make the circular target envelop the PIP window when it's in the target. Test: manual Bug: 138116784 Change-Id: Icdc2c76e2d731ac1ec263bbdc681e8859281d846
