Add BLOCKED and REJECTED call types. REJECTED calls are those where a user takes action to decline an incoming call. INCOMING calls may continue to describe this class of calls as well. BLOCKED calls are which are automatically rejected by the application or by the framework. Bug: 24341350 Change-Id: I62386aa30be71967b3187cfb3f8f79196e117adb
