Make IME window draw above the dock divider window. We achieve this by making the dock divider be a IME target. This ensures the relationship between these two without adding a custom rule inside layer assignment algorithm. Bug: 24738244 Change-Id: Ieb32809d2bfa198c3f554a76cc40a9c40a1bf858
