Let Rotary encoder events skip IME Rotary Encoder input events don't need to go through the IME, and hence should skip it. This will save IPC round trip time, and cut down on latency. Bug: 29207649 Change-Id: I8b5062b9c409b338b2254232a2e0f7819d9b71de
