Add optional axis parameter to LOCAL_RESPONSE_NORMALIZATION.

Add an additional optional parameter to LOCAL_RESPONSE_NORMALIZATION
specifying along which axis normalization is performed.

Also, make LOCAL_RESPONSE_NORMALIZATION support tensors of rank
different than 4.

Modify test specs and regenerate tests.
