Add new OperandType BOOL.

- Add new enum ANEURALNETWORKS_BOOL.
- Add new convert and compliant util functions between V1_0 and V1_2
OperandType.
- Add validation entries for BOOL operand type.
- Modify test generator to support the new data type.
