add lazy service functions to #apex These are used by libbinder_rs which is needed inside of APEXes, and the main functionality they expose (changing service registration) is already exposed by APEXes Bug: 205763939 Test: build only Change-Id: I59571158380152c2a12cee7511ed972573005a01
