libgui: Fix naming/enums in ISurfaceComposerClient Moves the Tag enum out of the ISurfaceComposerClient header and into an anonymous namespace in the .cpp file, changes it to UPPER_UNDERSCORE naming, and makes its LAST entry actually point to the last value.
