[RenderEngine] Add librenderengine to VNDK.

In order to test the behaviour of RenderEngine versus the behaviour of hardware
composer, we need to expose RenderEngine to VNDK so that it can be used in VTS.

Minor: Expose ui/Transform.h to VNDK.
