binder: setRpcClientDebug drops numThreads argument. The old numThreads argument is useless and unused. Also fix tests to reflect such expectations properly. Test: binderLibTest Bug: 190435077 Change-Id: Idb0229db368aea4cd6ba9b0dd2630052fc636e58
