Add libvibrator. This is to allow other services, audio service, to take control of the vibration hardware in a way that vibrator service is aware of and can still apply policy. Bug: 111457573 Test: Manual using fake implementation in SF Change-Id: Id86d5023bc4b7c2d45f850f4f7490941bf1f9b61
